This position is a professional and administrative position responsible for the day-to-day operation and supervision of the park division under the general guidance of the Parks and Recreation Director. Responsibilities will include the management of the physical properties within the park system. Work involves the coordinating, planning and supervising of the maintenance and construction of municipal parks, play areas, median areas, buildings, gardens and other public grounds.
Duties will include the supervision and coordination of staff and their tasks at various recreation activities and events as well as contracting for park services, and overseeing part-time and seasonal staff, overseeing equipment and supplies, preparing budgets, and working in compliance with rules and regulations established by the assigned immediate supervisor, the Parks & Recreation Board and the City of Massillon.
Employee must have the ability to implement comprehensive park maintenance and construction programs, make proper safety decisions, handle scheduling problems, oversee the park maintenance budget, and exercise supervision over all assigned employees. This position will participate in park programing and implementation along with working with the safety standard of all playgrounds/paths/trails/wildlife/reservoirs/greenery/singage/open green space. The employee’s work schedule will include evenings and weekends. The employee will be required to adhere to City and Department policies and procedures.
The employee works under the managerial direction of the Parks and Recreation Director. Exercises supervision over full time, part-time, and seasonal staff. Work is reviewed through periodic meetings with Director and other staff, review of reports and for compliance with policies and procedures.
Examples of Essential Job Duties
Plans, coordinates, supervises, assigns, and implements park maintenance and construction projects within community buildings, athletic fields, playgrounds, and other facilities; develop weekly, monthly and seasonal work schedules; coordinates services offered; oversees contracts; monitors the condition of all park facilities including ball fields, playgrounds, etc..
Recommends for hire, evaluates, supervises, schedules and trains seasonal, part-time, full-time and volunteer staff; prepares contractual payroll; verifies time sheets, calculates pay.
Monitors registration and attendance within pavilions; assess feasibility and public interest; submits periodic reports on projects and activities.
Assists Director with the preparation of annual division budget, proposes annual project budgets; monitors budget; provides ongoing financial, activity, and attendance information and reports to the Director, prepares purchase orders and requisitions for all contracts, supplies, and equipment needs; maintains administrative records and reports.
Recommends and develops policies and procedures concerning park maintenance projects required to meet the community needs; evaluates and revises projects based on priority, interest and attendance.
Negotiates contracts with individuals and agencies providing project services, monitors contract compliance; documents expenditures and makes estimates; ensures proper delivery of services. Handles complaints and solves maintenance and construction problems; negotiates with participants and contractors.
Serves on various committees, boards; makes presentations and speeches at meetings and other community events.
Operates computer and writes and/or designs news releases, flyers and brochures.
Attends Recreation Board meetings as assigned.
Performs other related duties as assigned.
Minimum Experience and Training Required
Possession of a bachelor’s degree in parks and recreation administration, horticulture, agronomy, landscape architecture, or a related field preferred; possession of a valid motor vehicle license issued by the State of Ohio; and minimum of five (5) years of progressively responsible experience in grounds or building maintenance; or any equivalent combination of training and experience which provide the following knowledge, abilities, and skills:
Knowledge of the principles, methods, materials and practices of park maintenance and management.
Knowledge of the principles of supervision, personnel rules, policies, and procedures combined with the ability to supervise and guide the work of seasonal, full-time and part-time employees.
Knowledge of landscaping, horticulture, and general maintenance.
Ability to develop and evaluate projects, programs and services that meet the basic needs of the department and the community. Ability to communicate effectively and demonstrate patience with individuals of all age groups, both orally and in writing.
Ability to establish and maintain effective working relationships with other employees, community members, contractors, other agencies, and the general public.
Ability to operate office equipment and prepare clear and concise written reports.
Preferred Experience and Training
Familiarity with the building trades, landscape maintenance, small equipment repair, and custodial procedures. Membership, involvement and/or certification within professional organization (i.e. certified arborist); Certified Parks and Recreation Professional (CPRP),familiarity with swimming pool operation and possession of CPO or AFO and pesticides license.
